I hope I am not being misunderstood here.  I was responding to Harald's post
(cited above) in which he was analysing our rationale in relation to
"frequent abusers".  I do not mean to suggest that we should just take it
upon ourselves to selectively ban people without due process.

Of course, there are rules and of course there are complaints !!

What I was suggesting is that our policies (eg. doubling the penalty on each
occasion) must be designed in a way to minimise deliberate disruption to the
list.  As I have pointed out, Jeff Williams. for example, cross posts to
everyone possible.  When cross-posting is prohibited, he posts the same
message separately as in the following examples:
