I agree with Elisabeth that no posting to ga-abuse should be blocked.
The only annoying situation is in reality the ga-list + ga-abuse. In that
case the post should go on ga-abuse but not on ga-list (although by default
it will go to ga-full).
The problem is: who takes the decision?
Not DNSO Secretariat.
I believe that it is within the privileges of the Chair to interpret the no
x-post rules to apply to ga-abuse as well, and if the subject will get to
the ga-list I will support this position.
