I'm not so sure whether this would be the likely pattern.
It looks to me like most of the DNSO 'usual suspects'
behave similarly on all of the lists. E.g. Jeff Williams
uses other lists such as icann-europe and ncdnhc-discuss
to post his answers to the GA list where he is banned.
Banned people may use the sublists to circumvent a ban
and thus render the sublists useless.
It would also complicate the monitoring very much if
(1) sending a posting to one GA sublist leads to a
simple warning, while (2) sending the same posting to
another sublist leads to a suspension, while (3) the
sender already is suspended from the GA list.
At the least, GA suspension should lead to sublist
suspension.
