Standard allocation (double each time) would be:

- Joe Baptista: 64 weeks (more than a year!)
- Jeff Williams: 16 weeks (4 months)
- William Walsh: 4 weeks
   (I have suspended William twice, but once the suspension was overturned,
   and therefore should not be counted in the double-each-time)

I don't think we need to have any special rule for them.
