adding the number of subscribers would be simple, except that Majordomo 
does not have this function at present, so it would have to be added by hand.

The copyright stuff is MUCH more explosive - carried to the extreme, it 
would require written permission from the author before taking a motion to 
a vote, because a vote is sent to people not on the GA list. And so on.

The IETF rules on copyright are longer, but simpler; anyone contributing to 
the mailing lists is assumed to have supplied his comments to an open 
forum, and has therefore given implicit permission to quote and forward his 
messages, standard footers from the sender (I hate them) to the contrary.

My opinion is that a copyright such as you mention, if taken seriously, 
would seriously harm the operation of the GA. Consequently, I think such a 
copyright assertion could not be made without a vote on a rules change (2/3 
majority) for the GA.
