The credit for the generic idea of a shared registry
probably properly belongs to CORE.  It was reflected
in the original NTIA NOI released on 1 July 97 at
Question 15.  See

Network Solutions in its 18 Aug 1997 initial response
to the NTIA Notice of Inquiry stated its support for
a shared registration system for COM, ORG, and NET.

This proposal was reiterated by for NSI CEO Gabe Batista at
the House Science Subcommittee hearing on 29 Sept 1997 - who
committed to move forward in that direction.  This also is a
matter of public record.

Unfortunately, instead of simply allowing NSI to proceed in
implementing it, the Department instead elected to construct
an elaborate regime through a corporation DOC brought into
existence to take over the IANA functions.
