Peter:  Yes, this is correct.  But also it would be nice if we can find an
organization that do this voluntarily as AFNIC made this for one year.  I
proposed to the Search and Budget Committee in the past to Separate Internet
Services from Secretariat Services.  For both I think we can search voluntary
organizations and/or sponsors (as for example, the funds we are trying to get
from Verisign..right?)

Theresa:  I am not talking about the actual Budget, I am not talking about
special treatment, I am not talking about the things that being discussed in
the past (and if they were discussed in the past, I am sorry, but I wasn't in
the past in the NC)

What I am proposing is a model to work for the future.  The Budget
for this year is setted up already and we haven't forget our compromises.  I am
proposing that our funding model, not be in basis of constituency sharing
costs, because our members are organizations that works in a non-commercial
basis, not profiting.  In many of their internal budgets travel to ICANN
meetings, paying fees to any organization and/or  association is not included
and not planned to do it in the next years. Instead of it, I think all the DNSO
can make efforts to make lower the expenses of DNSO searching all sponsoring
possible in order to assure the open participation of all stakeholders in the
policy making process.   

Ken:  Yes, the Markle Foundation and Ford Foundation is making possible that
NCDNHC members travels to ICANN meetings.  However, for those that wasn't in
August 1999 in Santiago de Chile, doesn't knows that Markle Foundation
approached the NCDNHC offering the NCDNHC its support because they found 
important the non-commercial sector representativeness in ICANN and they 
decided to support it in the form of Travel Grants.   The Salzburg Seminar, a
member of the NCDNHC approached me in El Cairo to surprise the NCDNHC with the
consolidation of this Travel Grant.   I must tell you that it was really good
surprise for the NCDNHC to receive this kind support from all of them and we
really appreciate from them all the trust and confidence they have in the
NCDNHC.   This is our story.   And when we travel to the ICANN meetings, we
work and very hard, and we work very hard because we believe in ICANN, many of
our members dedicates hours/men to this process just because they believe in
ICANN.  And for those delegates to the NCDNHC by their
organizations, their work is even extra time.  And sometimes, is the only thing
that an organization can give:  time, mind, expertise, work, advisory...and
money is not a an easy resource to get sometimes.

But, instead of requesting to NC as we did in the past for special treatment, we
are proposing now a different model of work.  Don't close your ears and consider
other models for the next year, instead of making more and more difficult for
organizations to have representativeness in the ICANN process.
