Is ICANN going to charge all the ccTLDs $50,000 to be "accredited" ?

Will all of the various Root Server Clusters (RSCs) be charging fees
to be included in their "publishing" of their view of the "best" TLDs ?

What about TLD Tool developers ? Will they charge to be listed ?
