I'm sorry, Todd, but that statement of William sounds fairly  
accurate.  See below.

The DNSO is oganized as a set of constituencies.  These  
constituencies are: Registrars, registries, ISPs, non-commercial  
users, business users, intellectual property interests.  (You'd know 
that if you had ever taken a look at www.dnso.org.)
