Again, this comes down to whether messages that are against the rules but
do not appear on the list are a basis for action.
I think it's reasonable in some cases - but we need to be careful to
document the pattern of abuse if it is not obvious to all, and SHOULD
change the list rules at some point to make the possibility explicit.
Note: in the particular case of crossposting to GA, the ga-full archive has
the necessary evidence....

Don't do the last one.
If it comes to generating traffic, he has more time to send it than we do.
