IMHO:
This should be allowed, but not encouraged.
The reason given in the original "censorship" debate is that we want to
suspend members, not opinions; if a sensible, reasonably couched argument
is brought forward by a suspended member, and another member wants to bring
this to the GA, forwarding should be legal.
On the other hand, the forwarding member bears full responsibility for the
words so quoted; if he forwards an insult or irrelevancy, HE gets the
appropriate action.
