Incidentally, one of the problems of an out-of-control GAC
and clueless participants, is that it allows Twomey, who
has no relevant background or education in the subject area,
to opine at his open GAC meeting that the GAC's attempted
confiscation of ccTLDs and related "property" is "a recognition
of international law."

This kind of nonsense just rolls out of Twomey as if it's fact,
when instead it's a complete fabrication.  The GAC's pronouncements
have no citation to authority, no associated research, no anything.
If the ICANN Board was doing its job, it would require such minimal
attributes of legitimate "advice."
