[liaison6c] GNSO Constituency information needed for Rio and Montreal meetings

The meeting organizers in Rio de Janeiro and Montreal have asked  for some
explanatory material on the constituencies to assist with the planning of
the forthcoming ICANN meetings.
Please check the information below and add to it if necessary.

Could also kindly please let me have your meeting room requirements, the
time (half or full day) and any special equipment needed  for the Rio de
Janeiro meetings and if possible, for Montreal as well.

The following self-organized Constituencies are hereby recognized as
representative of a specific and significant group of stakeholders and,
(subject to the provisions of the Transition Article of these Bylaws, shall
each select two representatives to the GNSO Council:)


gTLD REGISTRY CONSTITUENCY (9 Registries are members)
gTLD Registries (representing all gTLD registries under contract to ICANN);
The primary role of the gTLD Registry Constituency within the Generic Names
Supporting Organization (GNSO) is to represent the interests of gTLD
Registries who are currently under contract with ICANN to provide gTLD
Registry Services. The gTLD Registry Constituency facilitates communication
among gTLD Registries and conveys the views of the Constituency to the Names
Council and the ICANN Board of Directors, with particular emphasis on ICANN
consensus policies that relate to interoperability, technical reliability
and/or stable operation of the Internet or domain name system.
For Rio the registries will need a 30-40 person room all day March 24 (with
a break for lunch)


COMMERCIAL AND BUSINESS USERS CONSTITUENCY
Commercial and Business Users (representing both large and small commercial
entity users of the Internet);
Members of the Business Constituency use the Internet to conduct business.
The Business Constituency is a constituency representing customers of
providers of connectivity, domain names, IP addresses, protocols and other
services related to electronic commerce in its broad sense.

INTERNET SERVICE AND CONNECTIVITY PROVIDERS CONSTITUENCY
Internet Service and Connectivity Providers (ISCPC)(representing all
entities providing Internet service and connectivity to Internet users);
ISPs" or "connectivity providers"
 means entities that comply with the following criteria, namely
1.   they are in the business of operating Name Servers as a service for 3rd
parties other than companies affiliated with the respective provider and
2.   they
a)  operate an Internet backbone network based on TCP/IP or
b)  provide transit to either Internet users or 3rd party's Internet
content.

NON-COMMERCIAL USERS CONSTITUENCY
 Non-Commercial Users (representing the full range of non-commercial entity
users of the Internet); (NCUC)
The Noncommercial Users Constituency (NCUC) has a special place in the
Internet Corporation for Asigned Names and Numbers ICANN's Domain Name
Supporting Organization (GNSO). Its purpose is to support noncommercial
speech and activity on the Internet — and to protect the domain names under
which that speech is placed. Currently, we are the only constituency in the
GNSO representing noncommercial speech. The NCUC is open to noncommercial
organizations involved in community networking, community organizing,
promotion of the arts, children's welfare, religion, education, scientific
research, human rights and many other areas, according to the terms of the
Initial Charter (below). Please join us, please get involved in protecting
the speech and activities we value on the Internet!

INTELLECTUAL PROPERTY INTERESTS CONSTITUENCY
 Intellectual Property Interests (IPIC)(representing the full range of
trademark and other intellectual property interests relating to the DNS).
The purposes of the IPIC are to:

Represent the views and interests of users of intellectual property
world-wide with particular emphasis on trademark, copyright, and related
intellectual property rights and their effect and interaction with Domain
Name Systems (DNS), and to ensure that these views, including minority
views, are reflected in the recommendations made by the Names Council to the
Board of ICANN;

More particularly, to review and raise all IP matters including any
proposals, issues, policies, or otherwise, which may affect intellectual
property, particularly as it interfaces with the DNS, and to provide to the
GNSO and the ICANN Board timely and expert advice before it must make any
decision or take any position thereon.

REGISTRARS CONSTITUENCY
 Registrars (representing all registrars accredited by and under contract to
ICANN);
The purpose of the Registrars constituency is to represent the views and
interests of professional domain name registrars within the Generic Names
Supporting organization in all matters and issues of its responsibility
according to ICANN bylaws.
