Maybe we are just meaning different things by "issues"...
To me, the current section 3 is not just "supporting material", but
a key part of the report, by (1) stating a number of goals (or
principles) policy could achieve, and (2) actually discussing policy
options (or dimensions, as Steve puts it). I'm not sure what your
proposed item 4 would add to that.
It could be helpful to prepare tomorrow's discussion if you could
give one or two specific examples of what kind of material you want
to put into that fourth item.
