[nc-whois] WHOIS: RAA 3.7.7, 3.7.8?

Dan,

during today's WHOIS task force telephone conference, there was some
discussion on, replacing the cancellation of a domain name
subsequent to an accuracy complaint (RAA 3.7.7.2) by a procedure
which would put that domain name on hold, in order to make it easier
to reclaim the domain name in those cases in which the registrant
may not be able to answer to the inquiry within the fifteen day
period, but could provide accurate contact data afterwards.

It seems to me that this specific clause would not be a designated
area for an ICANN consensus policy (RAA 3.7.8+). Is that
interpretation correct? If so, how would such a change be
implemented, if at all?

Also (on a topic which lead to a somewhat more contentious debate
on the task force, so this is surely not a priority item at this
point of time) how would a change to the fifteen day period in RAA
3.7.7.2 be implemented?

Regards,
