[nc-whois] updated statistics

Please find attached the latest statistics on free-form narratives. 
I expect that this will (mostly) be what goes into the report; I'll  
probably do some category merging for question 17d.

Still missing from these numbers are some of the statistics on
non-commercial respondents.  However, I figure that we're better off 
with this than with the previous run.
