[nc-whois] table of contents added / web site

The latest HTML version now also has a table of contents.  In order 
to help you keeping track of all the different versions, I have put 
up a little web page at <http://www.does-not-exist.org/whois/>, 
where I'll collect the various iterations of the draft.  The most 
recent versions are always listed first; I'll try to keep the page 
up to date as work proceeds.
