You may want to catch up with NC budget and expenses - what you
name "typical expenditure".

Each month FISAT and AFNIC send two _contractual_ invoices
for $5000 the two ($3200+$1800).
(BTW: contract to be signed since October 2001 - awaiting ICANN.
In very brief here is a summary of one year work: the NC set up 
a Budget Committee, which subsequently set up its Search sub-Committee 
(1) to determine the NC needs, (2) to prepare the selection criteria 
and selection process for the NC Secretariat, (3) to draft an RFP.
Later on, the Search Sub-Committee hired an Australian 
consultant (1) to make a call for proposals, (2) to make a study 
of anonymous answers and to prepare the results.
At the end of this very long work FISAT and AFNIC got selected,
and got the contract for services.)

To those monthly contractual invoices Glen is adding specific
invoices for reimboursement of her expenses, which are of 2 categories: 
(a) travels to ICANN meetings and hotel as specified in contract, 
(b) telephone and connectivity according to what she really is charged 
by telcos or ISP.
