[nc-budget] VANY'S VOTE
Attached you will find Nilda Vany Martinez's vote on the question of whether
to credit DNSO Constituency payments to the oldest or the newest DNSO
invoice. She clearly votes in favor of crediting payments to the newest
invoice, resulting in a vote of 4 in favor; 3 opposed to that practice.
The motion to credit DNSO Constituency payments to the newest invoice thus
carries; and I will advise ICANN management to treat DNSO Constituency
payments accordingly.
I should also note that ICANN management has advised me that if the Budget
Committee decided to treat Constituency payments in this way that such a
practice on our part would re-affirm their decision to write off old DNSO
debts ON ICANN's BOOKS. This has no particular impact on the DNSO budget
or the legal obligations that DNSO Constituencies have to make dues payments
to the DNSO. But it does reflect ICANN's accounting treatment of older DNSO
invoices.
