For 13:00 UTC (your suggested time) it gives:
    A (UTC-10): 03:00 
    B (UTC-4) : 09:00
    C (UTC+2) : 15:00
    D (UTC+10): 23:00
which is NOT acceptable for A.

A much better compromise is at 21:00 UTC, it gives:
    A (UTC-10): 11:00 
    B (UTC-4) : 17:00
    C (UTC+2) : 23:00
    D (UTC+10): 07:00

Due to unforeseen difficulties I suggest we postpone
to the next week (Philip Sheppard will be back from 
his vacation on 30rd July, he may have problems to join as well).

Please provide the agenda anyway.
