I agree; those minimum requirements would require a deep specification so
that ICANN can divest form itself the discretion that has created the many
concerns related to the selection. If the set of requirements is deep and
articulated enough to be "exclusive" and reasonable that would really give
some certainty that is wanted by Companies when spending 50K$. For eg the
ICANN staff COMPLETELY misunderstood the details provided by an Italian
company proposing it's TLD (.pid) (
