Danny,
I would take the rather watered down version of discussing the TLDA to an
actual point of motioning that we extend formal inter-relations and mutual
working groups, that we exchange non-voting members to observe each other's
functions in an open and transparent formal fashion.
As to your Primary Issue:
"Will collisions in namespace actually affect the stability of the Internet?
This appears to be a question that the Technical Community should be
answering. The Names Council is advised to bring this issue to the ICANN
Board, and to ask that the responsible Supporting Organizations immediately
take up this matter."
If you really believe this and think that it has the ring of truth and that it
could even remotely have any impact then you have to ask one very obvious
question; Where is the Technical Communities report from when .BIZ was being
considered as a new gTLD? There is an infectious rat here and further study of
such creature will only allow it to escape and cause a plague on the world.
