A top level domain?  Yes, I am.

IANA disputed that.  And in fact the person who supposedly received
the money has disputed that.  The check was in fact returned.

If Postel had the authority, the gTLD-MoU TLDs would have been added
and none of us would be here.

As a matter of fact, in the PGMedia vs NSI case, this very issue was
ruled on.
