No, you are reading way too much into this.

All this list's existence means is that the GA unfortunately elected
a Chair and an alternative Chair who are more interested in using
their positions to pursue their own personal agendas, and this just
happens to be one of those personal agendas of the alternative chair,
who is using (some would go so far as to say abusing, including this
writer) his position to push that agenda.

Until a problem can be proved to exist with this issue, any talk of a
"proposed policy" is premature and irrelevant.
