You message states:
    - "I am ready to post the following notice".
    - Two amendments have been made to the notice.  (1) It now says "unanimous"
      ...
    - If you are awake, online etc., could you please confirm. I will send
      immediately.

Therefore I took for granted you will do it ASAP, and I set up filters.
Posted notification about filters to ga-abuse (from Secretariat account).
And since 10 hours I do not see your notice arriving to the GA lists !
But you had time to post other messages.

I do believe we need to have reliable working conditions.
Why your notice was not sent out ?
If within next 12 hours nothing happen, I will move filters off.
