Patrick,
I hope we are not trying to split hairs, but to be formal I would argue that
the right to complain stays with a subscriber of the GA, even if suspended,
but not to everybody.
In principle, I would say that a suspended individual has his/her "posting
rights" suspended, but not the other rights, like "complaining rights".
Therefore we shall process the complaints.
Other thing is if somebody is just an outside fellow, looking at the GA
archives, for instance. He/she does not "belong" to the GA-list community,
because he/she is not a subscriber, and therefore he/she does not bear
"complaining rights".
